Factory Default Widgets Requite Manual Cache Clear

Assuming you're editing those files directly, that's unchanged from 13 and previous. If the factory defaults are edited through Widget Studio and not directly, their associated caches will be cleared. That said, a file-watcher-based solution in dev mode could be useful, and I've previously implemented such a tool locally. I'll log that for consideration.
