But as I know adobe script embed should be added before any other scripts.

So If you want to add multiple script embeds that need to be loaded on every page on the site, add your script embed to themes, it's works globally. There you can create and send the LMD objects to your adobe analytics tool by creating event listeners for comments, ratings & etc.
