What is the /user/consent route in 10.3

Question

After I register on a 10.3 install, I'm getting dumped on a /user/consent page. Is this part of the 10.3 platform? Can I turn it off?

Are you using external authentication or SSO? The consent page is used to verify that users have accepted the terms of use of the site if configured. 
 To disable this behavior you could either: 
 
 Remove the Terms of Service URL from Administration > Site > Identification Options > Terms of Service 
 Update the user and identify that terms of service have been approved via an external process (AcceptTermsOfService as a bool is exposed on user create/update APIs).
