Is there a way to supress this when impersonating, strangely in my local dev env I do not see the admin link for a site, but on stage is works exactly as described above ?
There's no way to suppress this. You will always have access to the tracing panel if your user account has the Site - Manage Settings permission, whether you are impersonating another user or not. The impersonated user does not have access to this panel unless they also have Site - Manage Settings permission.

Does the impersonating user (ie, the account you first logged in as) have Manage Settings? If so, you will see this setting.
Yes, the real user has admin rights so in this case, either the imperonating or impersonated users permissions can cause the admin panel to appear.
But they can only see the trace option
