Update Tags Without Editing the Content

Currently if you want to add a tag to a piece of content you have to click Edit, add the tag and type is a reason for editing the content. 

THE IDEA: Make tags editable without having to actually edit the content. Tags can be added to permissions as another set of check boxes [] Edit Tags, [] Delete tags, [] Update Tags. This will allow community managers to assign tag editing to specific roles.

USE CASE: We host a product support community that receives over 500 new questions a month. Many times the users forget to tag their question with the part number or they leave off another helpful search term. We spend a great deal of time updating tags and it would save time to be able to quickly add tags without having to edit the content.
