Make the Tutorial wizard Run Once and not every time it misses the Cookie

Every time I login to my community I get this wizard that explains where things are. This is probably based on a cookie as when I clear my browser, this wizard keeps coming back. 

I propose to make the wizard Run Once and store that information in the system and not in the cookie.

Also, if your usability design places a button somewhere else on the screen, as I have done in the past, the wizard shows in the location where the vanilla environment expects the button to be. This means it is hardcoded with an absolute location and not dynamically coded with the button/field itself. I was not able to change that code so that I can point to the new location if hardcoded is the only way to do this (which i can imagine)
