Hi, 
 We are currently working on backing up our production community and we have a complete copy of production with the updated references. 
 When we try to run the community we get this very specific error. The stack trace seems to point to telligent.

Thats windows error not the product. More than likely it is trying to authenticate one of your windows accounts(for files, DB, whatever you use one for) and it cannot. If you are using a domain and domain accounts it probably can't find or talk to a domain controller or equivalent.
