Is there a way to provide a set of predefined TAGs for users or a way for users to create custom TAGs?

Hello,

Currently, any user can type whatever text they want as a TAG, (just like I did) is there a way to avoid this? 

Either to only allow a specific set of TAGs to be used (predefined) or to avoid users from entering their own TAGs?
