Sending announcements to subscribers

The easiest way is to create a thread using the "Prioritize" feature.   Its at the bottom on the create form and based on your selection will leave that thread at the top of the thread list for the defined time as well as send notifications to subscribers.   You can also lock the thread if you want no replies.

Exactly, in older versions we called them "sticky" and "announcement" threads, its the same concept simplified.
