Assuming that you would not like to have the image just placed into a Media Gallery the best choice is likely Site Files.
These can be accessed via Administration > Site > Files. Once the image has been uploaded to that location, copy the URL and insert it into the intended Wiki pages via URL instead of Upload.

Thank you for your super quick response. I'm not sure that's what I mean. I want to post a picture to a group page, and have different parts of that one picture be clickable and direct users to different wiki pages. For example, if the picture was a flow chart, each bubble would be able to be clicked and would direct to that staff person's profile page. Is this possible?

Yes, this is possible, but the code for it has to be placed inside an Unfiltered HTML widget. The html code you want to utilize for that is called a map or imagemap.
