Our users find it frustrating that they need to uncheck the box that says Enter to reply. Can we set our community default to have that box unchecked?

You can change the default through Management (Pencil) > Administration > Site > Editor Options. Then uncheck the checkbox that says Enable Enter-to-Submit. This will set the default, site-wide, to be disabled.
