Award an achievement and points if the user uploads an Avatar

Media is a media gallery post not an avatar.  There really is no OOTB to do this and even creating a custom trigger, its not easy to know it was an avatar update.

Is it still the case that we cannot create a badge for changing an avatar? We are launching a new gamification campaign soon and this is one of our main asks.
