Abuse Appeal

It's correct that accessing APIs via plugins enforces the same permission model as via REST or the Widget API. That said, in plugins you can specify blocks of code that run as another user.

Let me add some more context to this question because the assigment comes from me. I need to notify a Group Owner when a member reports an abuse in his/her group. How do I do that?

But Apis.Get<IAbuseReport>().Events.BeforeCreate += Events_BeforeCreate  worked well. 

It sounds like you're already on the right track handling those IAbuseReports events, and I'm assuming you're handling them within an INotificationType plugin. I'd handle those events and then raise a notification on the INotificationType plugin's controller after using the API to get the owners of the reported content's group. If you haven't already, also take a look at this example of notification plugin development.

That said, it's of course also possible to adjust the moderation configuration. Depending on your needs, you could reduce the Possibly Abusive Threshold to just one report which would enter it into the abuse process as well as send relevant notifications. Though, that has its own tradeoffs since relying on a threshold that low may not reflect an accurate assessment of the content.

why? preferably  we were in a plan to create an Itemplatable plugin.

You can use ITemplatablePlugin if you want, but it's likely easier to just use INotificationType if all you want is a configurable notification that will be delivered by all the enabled/configured distribution types (notification queue, email, live alert). And really, there would likely be few cases where you'd want to implement ITemplatable but not also INotificationType.

Regarding the event not raising, how and where is it being registered? Any exceptions?
