After some testing it appears that disapproved members of our sites can still change their password, can still be @mentioned and still get email notifications. It really seems like this shouldn't be the case. Is there a setting to turn this off?

So I am not sure what version you are on, but I cannot reproduce this in the latest 10.1 version. Disapproving users does seem to stop emails, at least things like forum notifications.
It looks like we haven't upgraded to 10.1. We are still on 10.0.2, can you confirm that the emails still occur in this slightly version? I'll push out Tech team to get updated!!!
I don't have a 10.0 site readily available to test on at this time since 10.1 is the recommended version. Realistically even if I was able to and it didn't work, the recommendation is going to be to upgrade to the latest 10.1
To follow up on the mentions, when a user is disapproved its not the same as deleting them. It stops them from logging in, etc but does not stop their visibility. Because of this they can still be searched, mentioned, etc
I have filed a bug to review this, but its a bit of a gray area in terms of expectation. It may end up this is intended and if you want a user gone they should ultimately be deleted
I did find the password change was allowed and filed that one separately
As for the emails...I wasn't able to reproduce but were there specific emails in question?
