Can you explain your scenario in a little more detail? Do you have customizations in the theme that new groups should not inherit? Or they're not inheriting them and they should? Or are you creating subgroups that should not inherit the banner settings from the parent group?
The default group theme has a group banner with a background of white. When I Create a New Group, it's blue (same as community.telligent.com) and TC indicates that it's customized (Color Palette and Design shared widget option). I have no customization to Group Banner Widget

As a workaround, I've attached an updated version of the Set Up Your Community/Group widget, which is responsible for the post-create user interaction for setting up applications in new groups. In 10.1, it was also setting an override for the banner's configuration.
You can install the updated widget in Administration > Interface > Widgets > Import, and be sure to publish the uploaded staged changes after.
Subsequent new groups created should respect the default group banner design configuration.
