I've noticed in 9 if you use Apis.Get<> in a plugin then there is a chance that it's not initialized when the call is made. For example

[embed:dc8ab71f-3b98-42d9-b0f6-e21e02a0f8e2:5e1171cf-0165-464f-9f2e-97605625c835:type=csharp&text=class%20Frag%20%3A%20IManageableApplicationType%7B%0D%0A%20%20....%0D%0A%20%20public%20Guid%20ContainerTypeId%20%7B%20get%3B%20%7D%20%3D%20Apis.Get%3CIGroups%3E%28%29.ContainerTypeId%3B%20%2F%2F%2F%20this%20will%20blow%20up%0D%0A%20%20%0D%0A%20%20public%20Guid%20ContainerTypeId%20%7B%20get%3B%20%7D%20%3D%20PublicApi.Groups.ContainerTypeId%3B%20%2F%2F%2F%20this%20will%20work%0D%0A%7D]

I think you need to ensure the DI initialization plugin is absolutely the first plugin to be initialized.

The other question I have is does it support IoC?
